WhatsApp API Pricing in October 2026: What Is Confirmed So Far
The short answer
As of 15 August 2026, Meta's public WhatsApp Business Platform pricing page still says service messages inside the 24-hour customer-service window are free. It also says utility messages sent in response to a user are free.
There is, however, a real notice about 1 October 2026. Alibaba Cloud told users of its Chat App Message Service that WhatsApp service messages and utility templates inside the 24-hour window would become billable on that date. The notice says Meta would publish the new rates before 1 September.
Those two official pages are not yet synchronized. The honest conclusion today is:
- service replies are still described as free on Meta's public page;
- a business messaging provider has announced a future charging change;
- the future Brazil, US, or country-specific price is not publicly confirmed by Meta on the page we checked;
- any October budget should include a contingency and be recalculated when Meta publishes the rate.
This article will be updated when the public Meta table changes. Do not copy a future price from a screenshot or reseller post into a customer quote.
What Meta currently publishes
WhatsApp Business Platform pricing is based on delivered messages, with rates varying by the recipient's country and by category: marketing, utility, authentication, or service.
Meta's current page also describes two free-entry situations:
- service messages during the 24-hour customer-service window;
- a 72-hour free-entry window opened after a person starts the conversation through a Click-to-WhatsApp ad or Facebook Page call-to-action.
These rules concern the Business Platform/API, not the consumer WhatsApp application and not the ordinary WhatsApp Business app. A software provider can still charge its own subscription, seat, automation, or inbox fee even when a Meta message category is free.
What the October notice says
Alibaba Cloud's notice, published on 10 July 2026, says that from 1 October:
- service messages would be charged per message;
- utility templates sent inside the 24-hour window would also be charged;
- the applicable rate would follow the utility or authentication category described in the notice;
- volume discounts would not apply to those messages;
- Meta was expected to announce rates before 1 September 2026.
Alibaba is an official source for the change communicated to its own customers. It is not a substitute for Meta's final public country table. Twilio's public pricing page also continued to describe free service conversations at our check. That mismatch is exactly why a forecast should show the assumption date instead of presenting an unannounced number as fact.
A budget that will survive the change
Keep the cost model in separate lines:
provider subscription + Meta delivered-message fees + seats/add-ons + implementation and support
For the Meta line, split volume by category and country:
delivered marketing × marketing rate
+ delivered utility × utility rate
+ delivered authentication × authentication rate
+ delivered service × service assumption
Until the October table is public, run at least two scenarios:
- current-rule scenario: service replies remain free;
- contingency scenario: service replies use the announced category treatment, with a provisional rate clearly marked as an assumption.
Use the WhatsApp cost calculator for current volume and provider fees, then save the inputs you used. Re-run it after Meta publishes the October rate rather than relying on an old total.
The platform decision is still bigger than Meta's rate
A low messaging charge cannot compensate for an inbox nobody can operate, poor opt-in records, missing delivery callbacks, or an automation that keeps sending after a human replies.
Before choosing a provider, check:
- whether Meta fees are passed through separately or bundled;
- the number of included users, numbers, bots, broadcasts, and integrations;
- template approval and consent controls;
- delivery, failure, and reply webhooks;
- human handoff and ownership of the phone number;
- export, cancellation, and support terms.

Recheck dates
- 15 August 2026: Meta public page still describes the relevant service and in-window utility messages as free.
- Before 1 September 2026: check whether Meta has published the promised country rates.
- Before 1 October 2026: update budgets, calculator assumptions, customer quotes, and monitoring.
- After the first October invoice: reconcile forecasted categories with messages actually billed.
